What is Kubelance?
Kubelance is a service that connects providers with buyers that need custom programming done for their websites. Much like an auction, buyer projects are posted and interested providers bid on them.

How does OWE operate?
We gather demand for business services that can be provided over the Web. We have built relationships with service users, and invested in infrastructure and systems to ensure that work gets done smoothly and to high standards. Because of this, we believe the supply of work will be good.

Freelancers: How many hours do I have to work in a day?
That's entirely up to you. You will have access to your own 'My OWE' page where all the projects relevant to your skills are displayed, and you are free to select any of the tasks shown. You can also elect to receive email notification of available work. You work as frequently or infrequently as you wish. Later, we may require a minimum level of participation, but at the moment there is none. Once you have finished one task, you are free to select another if you wish.

Freelancers: How will I get paid?
At the end of each calendar month you will receive a summary of the work you have done and the amount you are owed. Payment will normally be sent out to you in about 10 days, provided the total consideration for all projects done during the month exceeds US $50. You will have access to My OWETelework which is your own personal workspace. You can check your details and balance right through the month.

Freelancers: What about taxes?
Taxes are not deducted at source, and the onus would be on you to take care of your tax liability.

What is special about OpenWorld Exchange?
1. OWE teleworkers are tested for competence OWE, unlike most players in the market, actively screens and selects the Service Providers. In our aim to find the right man for the job, every teleworker is screened through an online certification process to evaluate whether he/she is qualified to deliver professional services. 2. OWE teleworker profiles are made available OWE provides a detailed online profile of certified teleworkers that Clients can view. Profiles includes details of work experience and examples of previous work. Clients can specify also, that they want the services of a particular teleworker in the Job Description/Remarks area. Also, every time a Project is completed, the Client’s feedback is invited on the quality of services rendered. This feedback would be featured on the teleworker’s online profile and is viewable by other Clients. 3. OWE teleworkers are Quality-Rated All Service Providers are rated by the Clients who have worked with them, on a scale from 1 to 5 on the basis of the quality of the individual projects they have delivered. The ratings are recorded and made available for viewing by all Clients prior to assigning a Project. 4. Communication between Client and Service Provider Clients can communicate directly with a teleworker via the Message Board. This allows the exchange of detailed information on the project, and progress tracking is facilitated.

How do you judge quality?
Every task is graded by people within OWE and by the ultimate arbiter - the customer. This provides a complete and consistent record of the quality of the work at each stage, and helps us track quality. We are strict on quality, and if grades fall below standards, we remove a user's access rights. Only by keeping standards high will work keep coming in, so we have to be hard on this.

How important is quality?
Absolutely important. We are unforgiving about quality. Our clients are exacting professionals, and we have to impose the same standards they do. If you meet these you have nothing to worry about. Your performance progress is tracked; after each report you get a grade and average performance is shown in your My OWE. You will see if you are doing well, and if you keep up the standards needed to pass the tests, you should be fine. We also run a sophisticated and strictly monitored and measured quality league ladder, in which your performance determines your position. Those that find it difficult to raise themselves from near the bottom will ultimately have their access rights revoked.

How do you measure performance?
The grading process is extensive, building to a quality league ladder that monitors searchers' performance continuously and is used as the basis for decisions on promoting searchers to reviewers or revoking their access rights. Only references that are accepted attract points, with higher quality references receiving more points. Searchers are reviewed on: * Relevance - is the information relevant to the question; does it answer the question: if not, the reference will be either graded lower or, in the extreme, rejected and points will be deducted from the searcher's overall score. * Information quality - other quality issues include whether the reference is up to date, and from an authoritative source. More recent, authoritative references are graded higher and receive more points. * Presentation - the searcher must provide comments on the reference and select text from it. The searcher is measured on the quality of the comments and whether or not the text is formatted correctly. Inappropriate presentation incurs penalty points.

What affects the rate of pay?
The following criteria affect the rate of pay: a) the rate will move from a minimum to a maximum according to the time available to complete it. This means that jobs with a faster turnaround time attract higher rates of pay b) the rate of pay also depends on the volume of work involved as well as the complexity

Can I communicate with the project/service provider?
Project providers can choose to allow their contact information to be released when a service provider needs additional inputs. Message Boards, email and/or telephone can be used to clarify project descriptions, scope, or any specific requirements. This will enable service providers and project providers to have ongoing discussions and track project progress until its conclusion.
